Planning, Design Review and Site Preparation

All VicRoads traffic signal installation projects begin with comprehensive planning and site assessment. This includes:

  • Assessment of service plans, as‑built records and utility asset data
  • Review of geotechnical information and ground conditions
  • Traffic Management Plan (TMP) preparation and approval

Prior to excavation, underground service locating and verification is undertaken to identify existing electrical, communications, drainage, gas, and water services. Where required, Non‑Destructive Digging (NDD) is used to safely expose services and reduce the risk of asset damage.

Traffic management is implemented in accordance with VicRoads standards to maintain the safety of road users, pedestrians, and workers while minimising disruption to live traffic environments.


Excavation and Foundation Set‑Out

Excavation works are set out and executed strictly to design requirements, including foundation depth, diameter, and alignment. Depending on site conditions and proximity to live services or traffic, excavation methods may include vacuum excavation, hand excavation, or mechanical excavation.

Once excavated, foundation bases are inspected to confirm suitable bearing conditions. Loose material is removed, and the base is trimmed to achieve uniform load transfer. Where unsuitable ground is encountered, remedial measures or engineering advice are implemented to ensure compliance with VicRoads and project specifications.


Reinforcement and Formwork Installation

Steel reinforcement cages are fabricated and installed in accordance with approved drawings and relevant Australian Standards.

All reinforcement steel, reinforcement cages, and associated materials are sourced exclusively through VicRoads‑approved or project‑approved suppliers, ensuring compliance with VicRoads material standards, traceability requirements, and quality controls.

Reinforcement is positioned accurately using approved spacers to maintain specified concrete cover and long‑term durability. Formwork systems, including circular form tubes or custom shuttering, are installed and secured to ensure dimensional accuracy, vertical alignment, and correct finished levels.

All embedded items — including conduits, earthing components, anchor bolts, and cast‑in fixtures — are installed using approved materials only and fixed securely prior to concrete placement to ensure correct positioning and clearances.


Concrete Pouring and Placement

Concrete used for VicRoads traffic signal foundations is supplied by approved concrete suppliers to specified strength, durability, and exposure classifications suitable for roadside environments.

Prior to placement:

  • Concrete delivery dockets are checked for compliance
  • Slump testing is undertaken where required

Concrete is poured continuously to prevent cold joints and is properly compacted to eliminate air voids and ensure full encapsulation of reinforcement and embedded items. Care is taken during placement to prevent segregation or displacement.

Finished surfaces are formed to the specified level and profile to suit pavements, footpaths, and surrounding infrastructure.


Curing, Protection and Strength Development

Correct curing is critical to achieving design strength and long‑term durability. Fresh concrete is protected from premature drying, temperature extremes, and construction loads using appropriate curing methods in accordance with VicRoads requirements.

No loads, poles, or structures are installed until the concrete has achieved the required strength as defined by engineering specifications.


Traffic Signal and Infrastructure Installation

Once curing is complete, traffic signal poles, columns, controller cabinets, signage, and ITS structures are installed using approved fixings and materials only.

Installations are checked for:

  • Correct alignment and plumbness
  • Anchor bolt positioning and torque
  • Electrical earthing compliance
  • Integration with conduits and services

All disturbed areas are reinstated to match existing conditions, including asphalt, concrete, paving, or turf.


Quality Assurance and Compliance
